（王禹函、李宇/文）为帮助2025级国际预科生深度理解中国相关法律法规，快速适应在华学习生活，9月30日上午，威廉体育williamhill特邀哈尔滨市公安局交通警察支队南岗大队、哈尔滨市出入境管理局南岗分局等多部门警官为2025级国际预科生召开中国法律法规宣讲会。威廉体育williamhill副院长赵文、院务委员陈大庆及2025级全体国际预科生参会，本次会议由威廉体育williamhill预科生辅导员解恒宇主持。解恒宇首先代表学院对2025级国际预科生来到哈工大学习表示热烈欢迎，并介绍了出席嘉宾，包括哈尔滨市公安局交通警察支队南岗大队副大队长吕非、哈尔滨市公安局南岗分局文化街派出所所长周象菲、哈尔滨市出入境管理局南岗分局外管科副科长王晓东等多位警官，向到场嘉宾表达感谢。
To help 2025 international pre-university students gain a deep understanding of relevant Chinese laws and regulations and quickly adapt to study and life in China, on the morning of September 30, the College of International Education (CIE) specially invited police officers from multiple departments including Harbin Municipal Public Security Bureau Traffic Police Detachment Nangang Branch, and Exit-Entry Administration Bureau to hold a lecture on Chinese laws and regulations for the 2025 international pre-university students. ZHAO Wen, Vice Dean of CIE of Harbin Institute of Technology (HIT), CHEN Daqing, Member of the College Affairs Committee, and all 2025 international pre-university students attended the meeting, which was hosted by XIE Hengyu, pre-university student counselor of CIE. First, on behalf of the college, XIE Hengyu extended a warm welcome to the 2025 international pre-university students for coming to HIT to study, and introduced the attending guests, including LU Fei, Deputy Commander of Nangang Brigade of Harbin Municipal Public Security Bureau Traffic Police Detachment; ZHOU Xiangfei, Director of Wenhuajie Police Station of Nangang Branch; WANG Xiaodong, Deputy Section Chief of Foreign Affairs Administration Section of Nangang Branch of Exit-Entry Administration Bureau, and other police officers, expressing gratitude to the attending guests.
首先，哈尔滨市公安局交通警察支队南岗大队宣讲员林安琪、苏建洋以“交通安全”为核心，针对驾驶出行重点讲解：通过案例剖析闯红灯、抢黄灯的潜在危险，明确解说随意变道、不按规定车道行驶的交通违法后果，强调超速、酒驾及醉驾所要承担的法律责任；同时结合校园周边骑行场景，细致解读安全骑行规范，包括佩戴安全头盔、遵守非机动车通行规则等实用内容，让抽象法条转化为可落地的出行指南。
First, LIN Anqi and SU Jianyang, lecturers from Nangang Brigade of Harbin Municipal Public Security Bureau Traffic Police Detachment, focused on traffic safety and gave key explanations on driving and travel: they analyzed the potential dangers of running red lights and rushing yellow lights through cases, clearly explained the consequences of traffic violations such as random lane changes and driving in undesignated lanes, and emphasized the legal responsibilities for speeding, drunk driving, and driving under the influence; at the same time, combined with cycling scenarios around the campus, they detailed the safe cycling rules, including practical content such as wearing safety helmets and abiding by non-motor vehicle traffic rules, turning abstract legal provisions into practical travel guidelines.
随后，威廉体育williamhill预科生辅导员李宇结合实际案例，解读学校及公寓管理规定，对国际学生守法意识和安全意识进行集中教育，并重点强调国庆假期安全注意事项，切实回应新生关切。辅导员李宇还与同学们进行了互动交流，针对性解答了学生们在生活学习中出现的问题。
Subsequently, LI Yu, pre-university student counselor of CIE, combined practical cases to interpret the university and dormitory management regulations, conducted concentrated education on international students' awareness of abiding by the law and safety awareness, and emphasized the safety precautions for the National Day holiday, effectively responding to the new students' concerns. Counselor LI Yu also had interactive communication with the students and provided targeted answers to the problems encountered by the students in life and study.
宣讲会最后，解恒宇鼓励新生以此次学习为起点，将法律意识融入日常，在遵守规则中探索中国文化、拥抱求学新可能，并提前祝全体新生双节快乐。此次宣讲会不仅为国际新生搭建了权威的法律知识学习平台，更有效解决了其适应求学哈工大新阶段的潜在困惑，为他们在华开启安全、有序的求学之旅筑牢基础。
At the end of the lecture, XIE Hengyu encouraged the new students to take this study as a starting point, integrate legal awareness into daily life, explore Chinese culture and embrace new possibilities in their academic journey while abiding by the rules, and wished all new students a happy Double Festivals (National Day and Mid-Autumn Festival) in advance. This lecture not only built an authoritative platform for international new students to learn legal knowledge, but also effectively solved their potential doubts about adapting to the new stage of studying at HIT, laying a solid foundation for them to start a safe and orderly academic journey in China.
